I currently only have budget for a 3kW system. Can I easily add 4 more panels next year to make it a 5kW system?

You can, but you must plan for it NOW. A 3kW inverter cannot handle 5kW of panels. If you plan to upgrade next year, you should ask your installer to install a **5kW Inverter** today, but only connect 3kW worth of panels to it. Next year, you just buy the extra panels and plug them in. You must also inform the DISCOM to upgrade your sanctioned load/net metering agreement to 5kW.
