I want to install a 3kW off-grid solar system with batteries for my rural home. Do I need to inform the local electricity board (DISCOM) or get any official permissions?

No. Since an off-grid system is physically isolated from the electricity grid and does not push any power back into the utility lines, you do NOT need any permission or NOC from your local DISCOM. It operates like a standard home UPS/Inverter. You can install it immediately without any paperwork.
