📌 How to Participate in Solar Tenders (Step-by-Step)

  1. Identify the right tender: Match your capacity. SECI utility needs 3+ years experience + ₹1cr net worth/MW. PM Surya Ghar empanelment is open to all MNRE-certified installers.
  2. Download RfS/RfP documents from the official portal. Read eligibility, technical specs, and payment milestones fully.
  3. Verify your eligibility: Turnover, net worth, prior project certificates, MNRE empanelment. One missing criterion means disqualification.
  4. Arrange EMD (Earnest Money Deposit): 0.5–1% of project value as bank draft or BG from a scheduled bank.
  5. Prepare Technical Bid: Company profile, past project experience certificates, land/roof arrangement plan.
  6. Prepare Financial Bid: Tariff quote (₹/kWh) or EPC rate (₹/Wp). Use our Feasibility Calculator to model your breakeven tariff.
  7. Submit bid online via e-procurement portal. Upload docs, pay EMD, submit financial bid before deadline.

Types of Solar Tenders in India (2026)

1. SECI Utility-Scale (50 MW–2 GW)

India's largest solar tenders. Tariff-based competitive bidding. Recent L1 tariffs: ₹2.40–₹2.90/unit. 25-year PPA with discoms. Requires strong balance sheet.

2. State DISCOM Tenders (10 MW–1 GW)

MSEDCL, TANGEDCO, BESCOM, APEPDCL issue state-level tenders. Tariffs slightly higher (₹3.00–₹3.80/unit). Local presence and land in the state often required.

3. PM Surya Ghar Rooftop Empanelment

Not a competitive tender—it's an open empanelment for all MNRE-certified installers. Compete on quality, speed and customer ratings. Apply at pmsuryaghar.gov.in.

4. Government Building Rooftop EPC Tenders

Railways, defence, PSUs, municipal corporations. Fixed EPC procurement (₹38–₹52/Wp). Good for mid-size installers. Regular pipeline throughout the year.

5. PM KUSUM Scheme

Component-A: Farmer-owned solar feeding DISCOM grid at ₹3.00–₹3.50/unit. Component-B: Solar pump replacement (60% subsidy). Low competition, reliable state payment history.
