DCR vs Non-DCR Solar Panels: The Secret Rule That Can Disqualify Your Subsidy

You have successfully applied for the PM Surya Ghar Muft Bijli Yojana. The vendor has installed a beautiful 3kW solar system on your roof, the net meter is running, and you apply for your ₹78,000 subsidy on the National Portal. Weeks later, you receive a devastating message: "Application Rejected - Non-DCR Panels Detected."

This is a nightmare scenario currently happening to thousands of homeowners across India. Unscrupulous or uneducated vendors are installing the wrong type of panels, permanently disqualifying the homeowner from receiving government funds. The culprit? The DCR Mandate.

What is DCR (Domestic Content Requirement)?

To promote the "Make in India" initiative, the Ministry of New and Renewable Energy (MNRE) implemented a strict rule: Government subsidies will ONLY be provided if the solar panels are 100% manufactured in India.

This doesn't just mean the panel must be assembled in India. The underlying Solar Cells (the blue/black silicon squares inside the panel) must also be manufactured in a factory physically located in India. This is called a DCR (Domestic Content Requirement) panel.

The Non-DCR Trap

Many popular panels in the market are Non-DCR. In a Non-DCR panel, the solar company imports cheap solar cells from China or Southeast Asia and simply assembles the glass, frame, and wires in India.

⚠️ How to Verify Your Panels are Truly DCR

Do not just take your vendor's word for it. When the panels are delivered to your home, follow these steps before installation:

  1. Check the ALMM List: The manufacturer and the specific panel model MUST be listed on the MNRE's Approved List of Models and Manufacturers (ALMM).
  2. Check the DCR Certificate: Ask the vendor to provide the official DCR declaration certificate for the specific serial numbers of your panels.
  3. Scan the Barcode: Every approved DCR panel has a barcode under the glass. Scan it or verify it on the ALMM portal.

When is Non-DCR Okay?

If you are installing a solar system for a Commercial, Industrial, or Agricultural property, you are not eligible for the PM Surya Ghar subsidy anyway. In these cases, you are completely free to buy Non-DCR panels to take advantage of lower costs and higher advanced efficiencies.

✅ Final Advice

Always draft a written agreement with your EPC vendor stating: "Payment is subject to the supply of ALMM-approved DCR modules. If the subsidy is rejected due to Non-DCR supply, the vendor bears full liability." This single sentence will save your ₹78,000!
